About Laguna Woods, California

Laguna Woods is a city in Orange County, California, United States. It is bordered by Laguna Hills on the north and east, Aliso Viejo on the south, Laguna Beach on the southwest, the Crystal Cove State Park on the west, and Irvine on the northwest.

Incorporated in 1999 as Orange County’s 32nd city, Laguna Woods is both one of California’s newest and oldest cities. The population was 16,192 at the 2010 census. About 90% of the city consists of Laguna Woods Village, a private gated retirement community, formerly known as Leisure World. The other 10% consists of businesses and the city hall, which are available to the public.

Laguna Woods is a general law city, operating with a “council-manager” form of government. The council-manager form of government blends five elected City Council citizen representatives, who set policies and adopt local laws, with a city manager and team of professional staff and consultants who carry out these policies. Two of Laguna Woods’ current council members – Mayor Hack and council member Ross – have served the City since incorporation, as has its city manager, Leslie Keane.

The City is home to premier active adult communities and expansive open spaces. With the Pacific Ocean just five miles away, the 7,000 acre Laguna Coast Wilderness Park on our border, and the 4,500 acre Aliso and Wood Canyons Wilderness Park down the road, opportunities abound to take in the great outdoors. Laguna Woods’ residents also enjoy easy access to a vast array of social clubs, world class destinations, and continuing education at some of California’s finest colleges and universities.
