
Data center decommissioning is one of those projects that looks manageable from a distance and reveals its true complexity once you’re two weeks in. Equipment is mislabeled. Dependencies aren’t fully documented. Someone scheduled the power-down without confirming which systems are still live. We’ve walked into facilities where the original project plan bore almost no resemblance to what was actually on the floor.

Step 1: Define the Scope Before Anything Else
Not every decommission is the same project. A full facility shutdown is a different engagement than a partial rack retirement or a server room consolidation ahead of a cloud migration. Scope definition determines everything else: staffing, timeline, required certifications, logistics, and downstream disposition options.
At this stage, you need to answer a few specific questions. What’s coming out, and what’s staying? Is the facility lease tied to a hard deadline? Are there regulatory requirements governing how certain data categories must be destroyed? Does the equipment carry the remaining depreciation value on the books?
Get the CFO and compliance officer into this conversation early. Scope conversations that happen only between IT and operations tend to miss financial and regulatory dimensions that show up as problems later.
Step 2: Build a Complete Asset Inventory
This step is where decommissioning projects earn or lose time, and it’s the one most organizations underestimate.
Every asset needs to be catalogued at the serial number level before disposition begins. Servers, storage arrays, networking equipment, power distribution units, tape libraries, UPS systems. If it has a serial number or asset tag, it goes into the inventory. Serialized asset reporting is what ties your chain of custody together from pickup through final disposition, and without it you have no way to verify that every device was accounted for.
We typically recommend a physical walkthrough of the facility to reconcile against existing asset management records before the decommissioning date. Asset management databases are frequently out of sync with what’s actually in the room. Finding undocumented equipment on decommissioning day is not where you want surprises.

Step 3: Classify Your Data Bearing Media
Not all storage media carries the same risk, and the destruction method must match the sensitivity classification of the data on the device.
Solid-state drives (SSDs), NVMe devices, and flash-based storage cannot be effectively sanitized by overwriting in all cases. Unlike traditional spinning hard drives, certain SSD architectures retain residual data in over-provisioned storage areas that software-based overwrite tools don’t reach. For any media classified as containing confidential, regulated, or personally identifiable data, physical shredding to the particle size specified in NIST 800-88 Rev. 1 is the defensible choice.
For hard disk drives (HDDs) that will be remarketed or resold, software-based overwrite using a NIST 800-88 compliant methodology is appropriate when performed correctly and documented with a serialized Certificate of Destruction (CoD). Degaussing renders HDDs inoperable and unreadable but cannot be used for SSDs as they’re unaffected by magnetic fields.
If any client still references DoD 5220.22-M as their destruction standard, it’s worth a conversation. That standard was never formally published as a requirement for most commercial environments and has largely been superseded by NIST 800-88. NIST 800-88 is the technically accurate current standard.
Step 4: Establish Chain of Custody Procedures
Chain of custody is the documented record of every hand an asset passes through from the moment it leaves your facility to the point of final disposition or destruction. It’s your legal protection. It’s also the thing that gets examined when a data breach investigation asks what happened to a decommissioned storage device six months ago.
The chain of custody document should capture: asset pickup with serialized manifest, transport and custody transfer, on-site or off-site destruction or sanitization with witnessed verification, and final Certificate of Destruction or Certificate of Recycling issued per asset.
A Certificate of Recycling confirms that materials were processed through an R2v3-certified downstream chain. A Certificate of Destruction confirms that data-bearing media was destroyed to a defined standard. These are different documents and serve different purposes. Don’t accept one when you need the other.

Step 5: Vet Your ITAD and Recycling Partners
This is where liability exposure concentrates if you get it wrong.
An R2v3 (Responsible Recycling, version 3) certification means a third-party auditor has verified that the facility meets documented standards for data security, worker health and safety, and responsible downstream vendor management. R2v3 is the current active standard. If a vendor says “R2 certified” without specifying the version, ask. R2 and R2v3 have different requirements, and version matters.
The downstream vendor question is one most clients don’t think to ask. Where does your material actually go after your ITAD provider processes it? An R2v3-certified facility is required to maintain documented due diligence on its downstream vendors as well. Materials that leave a compliant facility and end up with an uncertified processor create environmental and legal liability that traces back through the chain.
Ask for proof of certification, not just a logo. Certificates have expiration dates and audit body identifications. Verify them.
Step 6: Plan the Physical Logistics
A decommissioning project is also a logistics project, and the two need to be planned together.
Rack sequencing matters. You can’t pull equipment in a random order when power and cooling dependencies are involved. A server that’s still serving intermittent production traffic needs a different timeline than a cold standby unit. Work with your network and systems team to map dependencies before anyone starts disconnecting cables.
Physical access, loading dock availability, freight elevator capacity, and security escort requirements in a co-location environment all need to be coordinated with the facility in advance. Projects can be delayed by simple things like a loading dock that couldn’t accommodate the trucks on the scheduled day.
Zero-disruption decommissioning in an active facility is achievable, but it requires a detailed sequence plan, clearly defined staging areas, and agreement from all stakeholders on what can be powered down and when.
Step 7: Execute Destruction and Sanitization On-Site or Off-Site
For maximum chain-of-custody integrity, on-site destruction is often the right choice for high-sensitivity environments. A witnessed, on-site shred of storage media eliminates the transport risk entirely and provides real-time verification that specific serialized assets were destroyed.
Off-site destruction at an R2v3-certified facility is appropriate when volumes are high, when the media classification doesn’t require witnessed destruction, or when cost and logistics favor that approach. Either way, the Certificate of Destruction needs to be serialized at the asset level. A single-page CoD that covers “a quantity of hard drives” is not sufficient documentation for most regulatory environments.
Data centers now decommission over 12 million storage drives annually, of which 38% require physical destruction to meet data retention standards. For those drives, the method, the evidence, and the documentation are not optional steps.
Step 8: Close Out the Project With Documented Reconciliation
The project isn’t done when the last rack leaves the floor. It’s done when every asset on the original serialized inventory has a corresponding Certificate of Destruction or Certificate of Recycling, and when the reconciliation report confirms nothing was missed.
This final documentation package is what you hand to your compliance team, your auditor, or your cyber insurer if questions arise later. It should include the complete asset manifest, all CoDs matched to serial numbers, downstream processing documentation from your ITAD partner, and any environmental weight receipts or material processing reports required for internal ESG reporting.
